Minutes of the Parish Council meeting held at the Old School Room
Stone Allerton on Monday 30th March 2009 at 7.00pm 

Present: Councillors Smith, Pomeroy, Morse, Ryder and Skidmore
Parishioners: Jean Bevis, Andrew Cook, Tom Binks, Roger Duckett and John Oldfield

Clerk:  Gerald Prince

1. Apologies for absence – None

2. Declarations of any new relevant Interests – None

3. Minutes of the meeting held on 23rd February 2009 which had been previously circulated were approved and signed.

4 Matters arising,
Mike Nicholls has agreed that the PC can fix the spare notice board on his wall.

5. Finance
a) The annual accounts for 08/09 were discussed and approved; the notices have to be posted by 16th April and submitted by 1st June.                               Action GRP
b) Cllr Morse was appointed as Financial Officer to revue the accounts.
c) Payment of £78.94p was authorised for SALC annual affiliation fee.

6. Allerton Cricket Club, possible use of RTL3 monies.
The Cricket Club have proposed a Ground Development plan for 2009 this includes the provision of an all weather pitch and an extension to the Clubhouse which will include shower room, a separate changing area and an additional toilet facility with disabled access.

The enhanced pavilion facilities will benefit the groups currently using the pavilion, these include Allerton, Wedmore and Axbridge Cricket Clubs together with Weare Baby and Toddler Group, Allerton Youth Club, Table Tennis Club and other events e.g. Allerton Harvest Home.

The all weather pitch will provide improved playing facilities, preparation and ground maintenance, increase the number of games played and provide more income from 3rd party clubs using the ground.

Both projects are in the process of being fully costed but the total could be up to £25K. The Cricket Club will be running a number of fund raising events but would like to apply for a grant under the Cheddar Cluster RTL3 “Local plan policies for outdoor sport”

The Chairman thanked the group for their professional proposal and it was agreed unanimously be the Parish Council that they would support the proposal to the Cheddar Cluster Group.

The Chairman asked about the ownership of the field etc
Roger Duckett, the landowner will support the work and is keen that the field is used as a village facility. The Chairman pointed out that SDC are likely to request a new lease is put in place.

It was agreed that the PC will write to the Cricket Club supporting their proposal.
The Clerk will discuss with SDC Parks and Open Spaces Group. (Done)

a) Date of Next Meeting. Councillors will be summoned to the next meeting which is the AGM at 7.30 pm on the 11th May 2009

booksMobile Library in the Allertons

The Mobile Library calls at Allerton every three weeks on a Wednesday.

Dates for this service can be found on the calendar page. For your convenience dates from September onwards are as follows: 10th September, 1st October, 22nd October and each consecutive 3 weeks.

allerton Old SchoolroomThe Old Schoolroom situated in Stone Allerton is available for hire. The building is run as Registered Charity to provide a “village meeting place”.

A Management Committee, which is elected annually from organisations and users of the Schoolroom, looks after the day to day running. The operation is purely funded by income from bookings, fund raising activities and donations.

The current office bearers of the Management committee are:-

The facilities include
• Single open room with a supply of stacking chairs and tables
• Single unisex toilet with hand washing facilities
• Small kitchen with kettles, microwave oven and sink with hot and cold water, this is for the provision of refreshments prepared off site and brought in.
• Entrance hall, complete with a real blackboard and easel, which houses a notice board provided by the Parish Council as a “PIP” (Parish information point)

Hire of Schoolroom for for morning, afternoon,or evening meetings

  • Tables and ChairsWinter rate 1st October to 31st March £ 8.00
  • Summer rate 1st April to 30th September £ 6.00
  • Hire of Schoolroom for parties; £20.00
  • Hire of Schoolroom for Coffee Mornings £10.00
  • Hire of Schoolroom for Profit making events, other than fund raising events for local organisations £15.00

Hire of furniture

The Old Schoolroom has some furniture which is available for hire subject to it not being required for a booking. To hire the furniture contact the Booking Clerk. The charges for this depends on the quantity hired. The Schoolroom Management Committee have suggested a minimum donation of £10 for the hire of a reasonable amount of furniture.

Please note that the Blue stacking plastic chair are not available for outside hire

China

The china in the schoolroom cupboard is the property of Allerton Womens Institute. This can be used by arrangement with the W.I. and/ or the Booking Clerk. A donation for its use is always appreciated.

Hiring conditions and points of guidance for users of the Old Schoolroom Stone Allerton


Electrical

• Please switch OFF the water heater, in the kitchen, using the switch above the right hand draining board.
• When you finish your hire please ensure that all wall heaters are switched off - using the switches in the entrance lobby.
THESE ARE THE SWITCHES NUMBERS 4, 5, 6, 7, 8 & 9
Leave the switches 1, 2 & 3, SWITCHED ON

• Please switch off the inside lights, including the kitchen, toilet and vestibule when your group has finished with the hire.
• During cold or frosty weather a background heater is plugged in and switched on in the kitchen, with the kitchen door left open. This is done to prevent frost damage. If when you use the Schoolroom and find this heater on, please ensure that when you leave the heater is switched on as you found it.
• Please switch off the outside lights when the last of your group leaves the Schoolroom
• Please note that it may be necessary to levy an additional charge if hirers leave electrical equipment switched on.

Storage and Insurance

• Please ensure that any equipment, articles etc that you bring to use in the schoolroom are taken away at the end of your session.
• If you store anything in the Schoolroom, please ensure it is kept in the agreed place, so as not to inconvenience any other Schoolroom users.
• These items are not covered by the Old Schoolroom’s insurance.
• Therefore all hirer’s equipment used and stored in the Old Schoolroom is at the hirer’s risk.

Booking / Cancellations

• As normal all bookings to be made through Jeni Skidmore 01934 712084
• Cancellations or changes of bookings should be notified to Jeni ASAP.
• In winter, where practical, heating will be switched on for a short period before the time of hire.
• If a booking is not taken up, not cancelled with Jeni and the heating has been switched on, hirers will be asked to pay the hire charge.
• If you wish to make a booking and are unable to contact Jeni, mark the calendar in the Schoolroom and put a note in Jeni’s post-box.

Locking Up

• Please lock the inner door when the last of your group leaves the Schoolroom
• Leave the outer door unlocked to allow access to the Parish Council’s notice board.

General

• Please note that the Old Schoolroom is a no-smoking zone
• In the interests of public health and safety, no dogs are allowed inside the Old Schoolroom. The only exceptions to this condition are registered ” assistance dogs”.
• Please report any problems or damage to the booking clerk, so that they may, where possible, be rectified before the next booking.
