Minutes of the Parish Council meeting held at the Old School room
Stone Allerton on Monday 19th July 2010 at 7.30pm
Present: Councillors Skidmore, Morse, Pomeroy and Ryder.
Jan Benson, Fiona Torrens-Spence David Dixon, Steve Reading, Richard Cook and John Oldfield.

3. Minutes of the Parish Council meeting and the Planning meeting held on Monday 7th June 2010 which had been previously circulated were approved and signed.
4. Matters arising – Standing Orders, It was agreed we will draft additional words and include on next agenda. Duckett planning issue, follow up with enforcement.
The Chairman was concerned about incorrect information appearing in the press regarding the PC and confirmed that only the Chairman or the Clerk should report council business. Broadness Bridge no report back from SCC to date.
5. Hinkley C connection meeting and Pylons update
The Chairman and the Clerk will attend the NGC community forum at the Webbington Hotel.
A draft response to the second consultation period was discussed. It was agreed it can be sent off and published on the Allerton Website and in the Allerton News.

6. Electoral review of Sedgemoor District Council
The number of Councillors has been reduced from 50 to 48 and there are some boundary changes.
7. Ashton Windmill
An unofficial approach had been made to the Chairman by a SDC councillor asking if the PC would consider taking over the Windmill and funding it via the precept.
Following a discussion with the Members of the Windmill Committee it was agreed we will write to SDC with a number of questions. Action GRP
8. The following cheques were authorised for payment.
a) Repair of memorial wall. £1.180.00p

a) Cllr Morse and the Clerk will attend the Cheddar valley Cluster Meeting

b) Cllr Pomeroy will attend Alan Ham’s Annual Community Meeting Thursday July 22nd 7.30 at East Brent Village Hall.
c) Parking by Memorial wall junction. The Clerk had received 2 phone calls regarding parking by the memorial wall. After discussion it was agreed the problem may be resolved when the local building is finished.
d) The Chairman had received information that a large Swimming Pool is being built behind a house in the Stone Allerton conservation area and asked if planning is required? The Clerk will follow this up with planning. Action GRP
e) A large amount of literature has been received re Hinkley C this was given to Cllr Pomeroy for circulation.
f) There had been more fly tipping on Allerton Moor, this has been removed and is being followed up by enforcement dept.
g) Date of next meeting
Councillors will be summoned to the next meeting at 7.30pm on Monday 6th September.

Re Hinkley Point C Connection Project
This letter is the response of Chapel Allerton Parish Council to the second consultation for the Hinkley Point C Connection Project Document, together with information from various meetings organised by NGC.
At its meeting on Monday 19th July 2010 the Council considered its response to your proposals for power transmission from Hinkley C Nuclear Power Station to Avonmouth and would like to respond as follows.
We are concerned that the original consultation and the recent public information campaign have been inadequate.
The Parish Council believe that it is National Grids intention to push ahead with overland pylons which totally ignores its Company policies on undersea routes in the UK and the rest of the World as promoted by its Chief Executive on its own website and as such has not offered the parishioners of Chapel Allerton Parish Council any other realistic options.
It has ignored requests for all of the options to be costed on a whole life basis and continues to pursue the lowest cost capital option. National grid has also been unable to quantify the effect of the various options on the average household electricity bill despite being asked to do so at numerous meetings.
There are other omissions in the various presentations and meetings to date with no clear decision on the fate of the existing Western Power line in Corridor 1 and no policy on mitigating the visual effects of the pylons in open countryside or close to houses in both Corridors 1 and 2.
At a recent consultation meeting we were told that it was the off shore wind farms which are instrumental in creating the requirement for the new lines to be 400kV, this was new information we had not heard before.
With the new proposals by the coalition Government for the building of a new super grid, the likely delays to Hinkley nuclear project and possible new plans for off shore wind farms we believe a further period of reflection is required before any decisions are made and that both corridor routes should be rejected.

Sedgemoor District Council has ambitious plans to deliver even more affordable homes over the coming years and is running an Affordable Housing Open Day at the Sedgemoor Auction Centre in Bridgwater on Thursday 16 July 2009. This is a free event and opens to the public between 1600 hrs and 1930 hrs.
Visitors will have the opportunity to receive advice and guidance from a range of local experts including estate agents, house builders, housing associations, mortgage companies, financial advisors and representatives from the services provided by Sedgemoor District Council. Anyone looking for an affordable home, either for rent or to buy are encouraged to come along – this is an excellent chance to tell the Council about how the authority can help you to find a home of your own.
The open day will give visitors the chance to register for affordable housing, gain information on the new Choice Based Lettings system, find out about a range of affordable housing products including the governments new HomeBuy product aimed at first time buyers and obtain information about where new homes are proposed.
Sedgemoor District Council is exploring ways of improving the quantity of affordable housing across the district and welcomes enquiries from Landowners with plots of land for potential development, especially in the rural locations. The event is also an opportunity for employers and businesses to tell the Council about its employee’s housing requirements both now and into the future.
